[8:01] Inhabitants of the colony Monte Albán blocked access to the Direct Administration of Public Works and Water Services and Sewerage of the City of Oaxaca (Adosapaco) and closed the crossing on Crespo street and Allende, to require restore the water service was suspended them for over two months.


Miguel Angel Vazquez Carmona, treasurer of Life Committee Neighborhood (live together), reported that dependency is not received by sending payment receipts, including rate hikes, which they consider an abuse.
Adosapaco demanded to replace potable water service in this settlement, because more than two months do not receive liquid promptly charge them and their families are suffering the consequences. He said to try to resolve the conflict pipes to send them that people can collect water and cover your needs, but this measure is insufficient for the settlers. However, he said that the situation remains unchanged and have not had satisfactory answers to their demands even though they have acted properly and through legal channels to seek prompt attention. He said the despair and fell upon the settlers, so they decided to make this protest, because they do not know what else to do to address them.
In the absence Adosapaco care, said they are willing to go to the end, as this service is basic to any human settlement.

Oaxaca - as of October 14th

This our update on the meetings with Mr Cajiga as of 14 Oct. 2011

The last three days have been a flurry of activity. After our arrival on Monday night, we have been in what seems like constant meetings with the Oaxaca State Government. Tuesday afternoon was our first meeting with the Finance Minister (Mr. Cajiga) and some of his team. After a short very late lunch (4pm) we were back in the INSO office working on our presentation for the next day and worked on several documents we needed to have ready to print off to hand out to the participants. The documents provided everyone with a description of who WFH is and what we do, along with several letters from the community leaders we are working with. Wednesday morning came early since we needed to finish the documents and get
them printed before the driver came to get us at about 9am. Nelly has been extremely helpful in making sure all the translated documents are correct and she has helped us write several new documents in preparation of these meetings. On Wednesday we were in meetings with the Minister and his staff for most of the day! The meetings are taking place in a new large office campus about 40 minutes outside the city. This complex was built to house all the government offices. On the upside for the public it is a one stop get everything done in one place type layout. On the down side it is way out of town. Luckily for us we have a driver with a minivan (7 passengers) that takes us everywhere we need to go.

Like most of the meetings they started 45 minutes late, but when the minister arrived we jumped into action. We discussed the state of wastewater treatment plants throughout the Central Valley, and after some heated discussions the group agreed to form a team of government agencies and INSO & WFH to review the viability of the existing treatment plants. Erik Marnitez (UABJO) was able to attend the meeting and added some very good background on a number of plants that he and his students analyzed for their water quality parameters and overall health. Dr. Jhabvala (Dr. J) also made some significant contributions to the meeting. After explaining how constructed wetlands can be part of the solution, there was a dissenting view expressed about the ability of wetlands to clean up wastewater at all and that activated sludge plants

clean 90% of wastewater. This gave the ‘good’ Dr. an opportunity to further explain how properly designed and implemented constructed wetlands all over the world, including Mexico, clean well over 90% of waste and how activated sludge plants clean water up to 90% but leave massive amounts of contaminated sludge that then needs to be dealt with and normally just piles up. This turned out to be a good education for the dissenter as well as everyone else in the room.

The minister fully understood that his internal team does not have the wherewithal to fully analyze the state of the current plants fairly. Thus, WFH with the help of Dr J (and hopefully Tressie Word) will oversee the work of the minister’s staff to provide an objective analysis of the situation. Nelly provided us with highlights of the conversation. She took great notes (in Spanish) which we were able to understand. The verbal conversation goes by way too fast. This situation reminds Rick of when he was first working in Germany and all the meetings there were in German.

When the discussion turned to the possibility of establishing a certified testing lab in the state (to analyze the quality of waste water), the initial comments were in favor of turning that over to CONAGUA (the federal water commission) and CEA (the state water commission). However, Erik spoke about the work that he has done at the university and the possibility of setting up an independent certified laboratory. We would like to be able to have an independent (or part of UABJO) lab that is not located on campus since UABJO seems to be closed more than open due to protests. Erik stated the lab could be located off campus and be a joint effort with UABJO. In addition, we don’t like the idea that it would be run by CONAUGA & CEA because this is like the fox guarding the hen house.

The next topic discussed was about irrigation water quantity and quality. Both the state and federal representatives gave their perspectives on the situation. What was both sad and somewhat funny is that the state water commission representative who has worked in several different states talked about a “great program” he implemented, but was stopped because the aquifer went dry! The minister rolled his eyes, as he fully understood this was not a good strategy. Then another government representative spoke about his program and how great it was until the region suffered from increased desertification. Again, the minister understood that this was not a good strategy. Juan Jose led the discussion for both INSO and WFH, since all the meetings were in Spanish. Juan Jose spoke about the potential of using new and innovative techniques to better capture rain water and help manage stream & river flow rates that
will increase the availability of irrigation water. In addition, he spoke about how to implement changes in irrigation practices to increase water productivity. We finally left the office complex about 3:30 pm and were driven back to the city to have a late lunch.

Thursday was a day for us to look at three potential sites for the possible repair or replacement of existing treatment plants. First, we went go out to Etla and met with the new Municipality head. As you may know, the political situation in Etla is challenging. We waited for well over an hour and a half (one hour is customary) and the Municipality head would not receive us, so we decided to go to the treatment plant and see the work that Etla is doing to rehab the inadequate system. Shortly after we arrived at the plant the Municipality folks all showed up! From what we understand the Minister told them to respect our time and meet with us to learn more about our ideas for this site. We spoke
for a good 45 minutes and agreed to continue the discussion next Tuesday at 6PM.

Tlacolula Treatment Plant
We then drove to the other side of Oaxaca City to Tlacolula (population 20,000) to see the plant there. Eirk could not join us. However, he did his Master’s thesis on how to incorporate a wetland at this plant several years ago. This is the one that Tressie and the Engineers without Borders group from Eurika, CA, worked up a full redesign on and did not implement due to political issues in the town. We had difficulty finding the site because the map Erik gave us was inadequate. Thursday is “Market Day” and the roads we were directed to go on were blocked by the market. After wandering around for a while we went to the municipal offices to get directions around the market to the plant. We made it to the plant and looked around. The system is minimal at best with two large facultative lagoons. On the up side there is a lot of open land
around the plant. On the downside it a very large community and we would not be able to implement many of our other ideas at this scale right out of the box.
Biggest Tree in the World
Because we lost a good 45+ minutes getting lost trying to find the treatment plant we did not have time to visit the last site. However, on our way back to meet with Juan Jose for a 7pm meeting, we stopped off at what is said to be the “largest and oldest tree” in the world in Tule. We had a great seven year old girl as our guide and she pointed out all of the animal-like features of the grand tree.

Upon arriving back at INSO at 7pm we started work on a proposal to present to the minister at our breakfast meeting Friday morning. Earlier in the day before we went on our tour, we started drafting our ideas. We worked well past 10:30pm on our proposal which was based on action items the minister brought up throughout our meetings.


We decided on a four part plan that will take six months to complete. It covers the following:
1. A vision-/strategy for water and sanitation for the Central Valley
2. A review team that will evaluate the existing treatment plants and divide them into three categories.
a. Fixable
b. abandoned/scrap/not worth fixing
c. More extensive research required.
This team will work with CEA (the state water commission) in an oversight and advisor function.

3. Produce a process document that municipalities will follow to justify their request for water and sanitation improvements.
This report will outline a basic process for doing economic analyses that includes the engineering, social and environmental effects. The minister is an economist and wants to have a way to objectively evaluate potential projects so he can prioritize them correctly.

4. Pilot project development.
This will cover the planning and pre-implementation costs of pilot projects that reinforce our strategy and show that some of the innovative recommendations are both valid and cost effective.

Some of the pilot projects we are planning for both urban and rural locations are:
  • “Family ecosystems”
  • Storm water management
  • Industrial and household water use reduction program (education and equipment)
  • Dry latrines and ultra-low volume flush toilets
  • Greywater treatment
  • Rainwater Harvesting.
This joint proposal is expected to cost $1,000,000P ($80,000 USD) over a six month period.

Friday was our last day in the fancy hotel and the day of the 31st INSO Water Forum (Foro Oaxaqueno del Agua-quarterly meetings sponsored by INSO to discuss water and sanitation issues in Oaxaca). We had a very brief breakfast with the minister. He had to leave early for a meeting with the governor. However, we did have the opportunity to present our proposal to him and it was well received. Mr. Cajiga said his initial impression is that the structure and costs are in line with his budget and expectations. He then said he would like to make the INSO &WFH group his “think tank” for advice on water and sanitation. With that said he directed his assistant to arrange a meeting for next week to finalize the proposal.

We then rushed off to the 31st Water Forum, in which the minister opened the forum and anno-unced the formation of a yearlong project (A Common Plan for the Common Good) with INSO to further the work they have been doing in the valley for the past 20+ years. Then, he briefly spoke about the proposed partnership with INSO & WFH. The minster then slipped out to go to Mexico City. Juan Jose gave the keynote presentation at the Water Forum: ‘A Common Plan


for the Common Good’. He introduced the idea and highlighted that it would include technical, environmental and social aspects to all future plans for water and sanitation in the Central Valley. Towards the end of the forum Mrs. Ines Avelina Barroso made a presentation about the rainwater harvesting program in Bravo Ahuja (which WFH is helping to fund). We met her after the forum and arranged to visit the site on Wednesday at 1700. Maria, the former head of Santo Domingo Barrio Bajo Etla also attended the meeting. We spent several minutes after the meeting with her to get her views of the situation with the wastewater treatment plant in Etla. We are looking forward to next Tuesday’s meeting there. The forum ended about 12:45 and we went back to INSO to wrap up our work for the week.

Mendoza Students-Outside Professor Rosendo Barragan Mendoza teaches grade 6 at Valentin Gomez Farias Elementary School located in the village. Prof. Mendoza said, "Sometimes when we run out of water jugs and children are still thirsty, they have to drink water from the tap and this causes many diseases." He tells us that clean filtered water would allow the school to stop buying expensive bottled water - and spend the money instead on school supplies.

How is Water for Humans helping the children, and the school?
In continuing collaboration with INSO, Water for Humans will install a water filtration-purification system on the elementary school's water tank.

Water for Oaxaca - Rain Catchment Campaign

Water for Humans (WFH) is taking action to help alleviate the life-endangering effects of major water shortages in Oaxaca City, Mexico. We are responding to the cries for help from numerous families in the besieged Victor Bravo Ahuja district of Oaxaca City. They are asking Water for Humans and you to help them gain access to clean, safe drinking water. Here is a first-hand portrait of the human toll severe water shortages are exacting from the perspective of one family in Victor Bravo Ahuja!

Meet Susana Eva Vazquez
Suzanna is a community activist in the Victor Bravo Ahuja district of Oaxaca City. She wrote to Water for Humans and the Institute for Nature and Society in Oaxaca asking for our help in solving her neighborhood's chronic water shortages.

Vazquez This is what Susana told us: "Our neighborhood was a landfill and quarry before becoming a residential district. Originally, water service consisted of two spigots; over time, the delivery system was expanded. Now, due to population growth, it is extremely insufficient. Last year, during the dry season most residences received water only two times per week for few hours per day. The water ... is not potable."

Droughts threaten nation’s food supply in Mexico

On Sunday, Institutional Revolutionary Party (PRI) deputies said that the country’s food supplies may be at risk. Nearly 500,000 hectares of crops of basic grains may fail due to droughts. 

In view of this situation, Manuel Humberto Cota Jiménez, the Secretary of the Agriculture and Livestock Committee, asked President Felipe Calderón to declare as disaster areas the states that have been affected by lack of rain. He added that the federal government must also send resources immediately to respond to the emergency. 

According to Cota, the federal government’s attitude regarding this situation is regrettable.
“The federal government is not offering the necessary resources to assist the rural zones that have been damaged by this situation. The government must destine resources to the affected states, not only to the states that are holding elections,” Cota said. 

The National Meteorological Service (SMN) said that the states that have been most severely affected are: Baja California, Baja California Sur, Sonora, Sinaloa, Chihuahua, Durango, Coahuila, Nuevo León, Tamaulipas, Jalisco and Guanajuato. 


The cold temperatures in northern Mexico earlier this year and the recent drought have devastated this region. If actions are not taken soon, Mexico’s food supplies may be endangered. 

Cota said that the drought will have a higher impact than this year’s freezing temperatures. Droughts are more serious because they can cause wildfires and death of livestock, which would cause a food crisis in Mexico.

Water testing at the School in Santo Domingo Barrio Bajo Etla

I made a visit to the school in Santo Domingo Barrio Bajo Etla meet with the head master; Valentin Gomez Farias to test the water quality, receiving the parameters measured were: pH, hardness, alkalinity, dissolved oxygen, iron, manganese, salmonella, E. coli, Aeromonas and other coliforms.

 
These tests were made because "Water for Humans", aims to get to install filters at school, and thus the school can stop buying jugs of water. The children will be able to drink water straight from the tap and the money save will be used to invest in material for children or school improvement in general.


 
The results were quite favorable and we can say that although the water is clean, We do not feel nor do the children & staff feel safe drinking untreated water. This is because none of the incoming well water is treated or inspected on a regular basis.  Thus we hope to install a water purifying filter to ensure the greater safety of the children and staff.


VISIT TO THE COLONY BRAVO AHUJA- Oaxaca city

On Wednesday 6 April, he visited the colony Bravo Ahuja, where it intends to implement systems to capture rainwater for eight families. The reason for the visit was to take pictures of the houses, the beneficiaries and ceilings.We did a route which covered all the houses of the beneficiaries, most of them made collecting cans to sell and PVC recycling. They perform and the collection of rainwater but very rustic, in cans, buckets and all receptacles in which to store water, which is why they want to get the rainwater harvesting in a more formal with tanks and tanks, gutters and pipes.

La Maestra Rosa Lidia Barroso Moreno, who was the first to be approached with trepidation INSO to implement the project Capturing rainwater in your home develops some of the actions environmentally friendly alternatives such as: instead of chlorine for whiten the clothes she wears ash water according to his testimony helps to whiten the clothes and also reduces the amount of detergent you use. It also has vermicompost, compost conventional organically reared chickens, ways of saving and recycling water, for example, the wash water used to water the garden or for toilet, water from the clothes used for washing floors.On the other hand, Mrs. Avelina Ines Barroso already has dry toilet and also recycles water, your house is made of ferrocement and has organic shapes.

Esther Pascual Lopez .- With her 8 family members live together. Norma Aguilar Gaytan .- There are 6 people in your home. Berenice Delgado Torres - regularly are 5 people in her house.


Each of the women members of this group is very excited and is eager to work on the project "Rainwater Collection" are moving to acquire resources from government institutions and other potential donors have even talked to the president City of Santa Lucia and pretend to have a conversation with the Governor to ask for your support.


However, they are constantly training and attending courses and workshops in order to overcome and be more environmentally friendly.

World Water Week-- Update

I hope you all know that this week is World Water Week.  For us the week started off with an event at Chief Sealth High School in West Seattle on Monday Evening.  We had an information table where we met over 50 + new folks interested in our work in Oaxaca. We also had new promotional materials designed by Jeffrey Hostert Graphic Design.  This was followed by a talk by Robert Glennon. Robert spoke about the current state of drinking water here in the US and how we are potentially headed for some challenging times with respect to access to adequate safe water.


Then on Tuesday we again hosted a table at Seattle City Hall.  Again this event was a success in that we met a lot of new faces and we were happy to hear that some of the folks who came to the event already knew about us, but did not know exactly what we are doing. On the upside we had to print up more handouts as we almost ran out by 11am.


We now have a new sticker to help promote our work

Mexican Farms Need a Water Revolution

MEXICO CITY, Nov 17, 2010 (Tierramérica) - Without financing, many Mexican farmers cannot improve their ageing irrigation systems, which are essential if Mexico is to withstand the effects of climate change and reduce its emissions of greenhouse-effect gases.

Pressurised and drip irrigation are two leading-edge options that also make relatively efficient use of water and electricity, reducing power fossil fuel burning and greenhouse gases emissions.

These new systems are expensive, but "they would allow us to grow crops year-round and have more jobs and better incomes," farmer Oseas Espino told Tierramérica. He grows sorghum on about 30 hectares in the Yecapixtla municipality in the southwestern state of Morelos.

Espino is one example of the thousands of small and medium farmers who are unable to modernise their irrigation systems.

The most widely-used system is based on gravity, with electrical pumping equipment. But it "generates inefficiency in the use of water and electricity," Nemecio Castillo, an advisor with the National Institute of Forestry and Agricultural Research, told Tierramérica.

Seventy-seven percent of Mexico's piped water goes to agricultural use. There are some 118,000 wells for farming, but the authorities have rehabilitated just 6,000 of them.

Annually, operation of an inefficient well consumes about 200,000 cubic metres of water and generates 350 tonnes of carbon dioxide (CO2), one of the main greenhouse gases.

A well operated using modern technologies requires half the water and reduces greenhouse emissions to 98 tonnes of CO2, according to calculations by the non-governmental organisations El Barzón and Oxfam Mexico, which are promoting a plan to update the country's farm irrigation systems.

According to these organisations, inefficient water use in agriculture means that more than 80 percent of Mexico's 180 largest aquifers are overexploited and it is already difficult to sustain the total irrigated area.

The total farmed area in Mexico is more than 20 million hectares, with irrigation for 5.3 to 5.5 million hectares, according to the National Institute of Statistics and Geography. The most abundant crops are maize, beans and sorghum, which require a great deal of water to grow.

Maize -- used to make the tortilla, a staple in the Mexican diet -- requires 1,700 cubic metres of water per tonne produced, according to the Ministry of Agriculture. One tonne of sorghum needs 1,200 cubic metres of water per tonne.

Of the 630,000 registered farms in Mexico, just 16 percent have irrigation and 12 percent utilise unconventional techniques, report El Barzón and Oxfam.

There are 85 irrigation districts that cover 3.5 million hectares in hands of 583,000 users, particularly in central and northern Mexico, states the National Water Commission.

Those districts demand 30 billion cubic metres of water per year, 90 percent of which comes from reservoirs and 10 percent from underground sources.

From 2000 to 2009, agricultural electrical consumption jumped 17 percent. Government subsidies for energy purchases for farming -- about 50 cents on the dollar per kilowatt -- have cost 640 million dollars in public funds this year.

A traditional gravity-based system "irrigates one hectare in 24 hours, while a drip system does it in three or four hours," irrigation engineer José de Santos told Tierramérica.

According to Oxfam and El Barzón, the combination of an efficient well and modernised irrigation would be the equivalent of reducing CO2 emissions by 36 percent, energy consumption 40 percent and water use 50 percent.

Mexico emits 715.3 million tonnes of CO2 per year, six percent originating from agriculture.

Drip irrigation, which directs the water to the plant roots through soaker hoses, and pressurised irrigation, which uses closed pipes and sprinklers to create a directed precipitation, are the main alternatives to irrigation channels.

But their costs are quite prohibitive for small and medium farmers: 2,250 to 2,500 dollars to set up a system, according to figures from the United Nations Food and Agriculture Organisation (FAO).

An additional obstacle is the government's slow action on the problem. The Ministry of Agriculture launched the Strategic Project for Irrigation Modernisation, with a budget of 52 million dollars for this year and the goal to update 22,000 hectares, benefitting 1,500 farmers. But the farmers have to put up another four million dollars to obtain the equipment.

"The cost is very high. The problem is that many farmers rent their land, and the owners aren't interested in adding the technology," said irrigation expert De Santos.

Since 2006, the National Water Commission has modernised irrigation on 599,000 hectares, with financing of 240 million dollars. The goal for 2012 is to reach 1.2 million hectares with irrigation.

In addition, "we have to move towards crops that require less water," like garbanzo beans, vegetables, fruits and oil crops. "The farmers need to be aware that water is a finite resource," said farming advisor Castillo.

In any case, there is no alternative to modernisation: one hectare yields 27.3 tonnes if it is irrigated, compared to just 7.8 tonnes without irrigation. And climate change will only intensify the droughts that are already taking a toll on Mexican farming, warns the National Institute of Ecology.

We are pleased to welcome Yale Professor of Economics Dean Karlan as a guest speaker at our upcoming conference!  

In 2007, The New York Times listed Karlan as one of 13 young “Economists to Watch” for his work in microfinance.  Times blogger Steven D. Levitt described Karlan as an economist who “has been doing important and innovative work, often using field experiments to answer questions related to financial decisions in developing countries.”  Karlan is an expert in economic issues relating to charitable giving and global development methodologies—especially microfinance. He is President of Innovations for Poverty Action; serves on the Board of Directors of the M.I.T. Jameel Poverty Action Lab; and is Founder and President of stickK.com. He also received a Presidential Early Career Award for Scientists and Engineers in 2007.

At the conference, Dr. Karlan will share his thoughts on the challenges and successes in evaluation and impact assessment for global development work. He will provide an economist’s perspective on these solutions, particularly:

1) Evaluation matters. Wins and losses are not always where you expect them.

2) Methodology matters: Studying impact means answering a simple but elusive question: how have lives changed compared to how lives would have changed had the program not existed?  

3) Design matters.  The way products and processes are offered can have big effects on decisions people make.  
 
4) The impact of mobile technology on development, highlighting examples and successful partnerships.

Jameel Poverty Action Lab.  As a social entrepreneur, He is Founder and President of stickK.com, a website that uses lessons from behavioral economics to help people reach personal goals, such as weight loss and smoking cessation, through commitment contracts.  Karlan received a Presidential Early Career Award for Scientists and Engineers, and was named an Alfred P. Sloan Fellow.  His research focuses on microeconomic issues of financial decision-making, specifically employing experimental methodologies to examine what works, what does not, and why in interventions in microfinance, health, behavioral economics and charitable giving.  In microfinance, he has studied credit impact, interest rate policy, savings product design, credit scoring policies, entrepreneurship training, and group versus individual liability.  Karlan received a Ph.D. in Economics from M.I.T., an M.B.A. and an M.P.P. from the University of Chicago, and a B.A. in International Affairs from the University of Virginia.

EXAMPLES OF SUSTAINABILITY IN THE WORLD.

KOREA.
South Korea is, in many ways, a model of reforestation for the rest of the world.  When the Korean War ended, half a

century ago, the mountainous country was quite deforested.  Since 1960, under the dedicated direction of President Park

Chung Hee, the South Korean government put into effect a national reforestation effort.  Basing itself on the formation of

rural cooperatives, hundreds of thousands of people mobilized themselves to dig irrigation ditches and create terraces to

help the trees in the arid mountains.  Today, the forests cover 65 percent of the country, an area that comes to

approximately 6 million hectares.  When I drove through South Korea in November of 2000, I found it gratifying to see the

abundance of trees covering the mountains, which a generation ago were naked.

NIGERIA.

In Nigeria, the farmers who encountered a serious drought and the desertification of the 1980s, began, while they were

preparing the land for their crops, to allow some acacia shoots that grew in their fields to emerge.  When those trees

matured, they reduced the wind velocity, and with that, soil erosion.  Acacia, a pulse, fixes enriched nitrogen into the soil

and contributes to increased crop yield.  During the dry season, the leaves and the pods supply forage for livestock.  The

trees also provide the farmers with firewood.  This act of allowing 20-150 shoots per hectare to grow to maturity over

about 3 million hectares has revitalized the agricultural community of Nigeria.

Thirty Years of Government Irresponsibility Brought this Crisis

Thirty years of irresponsibility by the Mexican government has provoked the crisis and made it even worse, and because of this an immediate solution from the society itself is required, assured Gustavo Esteva, director of the University of the Earth (Unitierra).

After learning about the activities during the “Gathering for an Autonomous Life”, he indicated that the crisis has a clear origin and corresponds to a series of political choices by the government itself, where decisions were left in the hands of private corporations.

He says it is obvious that this strategy, in which the government renounced its responsibility, hasn’t worked and now we are living the consequences of the State’s abandonment.

The investigator said that people have tried reacting “but are confronted with a combination of State and commerce that has not only caused the economic disaster, but also environmental degradation, contamination and lack of human development.”

He commented that this isn’t just a Mexican problem; it is a global problem, but in Mexico, there are exact dates: “for 30 years the government has not assumed its responsibilities, and instead, has sunk us.” 

Because of this, the crisis must be faced head on before it gets worse, before we face further problems. Now, people are fighting to survive. They can begin acting and using practices to resolve this critical situation.

Along these lines, this Thursday at 4:30 in the afternoon the “Gathering for an Autonomous Life” will begin. It will end the 11th of April in the Juarez El Llano park and will have demonstrated that families to individuals can begin to act with a goal of achieving a satisfactory and autonomous life, meaning not being dependent on commerce or State politics.

“The concrete experience of those who have decided to change their lives or view them in another way drives these activities because we want to recuperate what we have lost.”

He reported that this isn’t something complicated. It doesn’t require a large investment, only an effort and decision.

He added that implementing these actions, in the case of water, has become a grave problem. “We should establish new relations because climate change should also be analyzed from this point of view.”

“We need to begin using concrete practices ourselves, like cultivating food on our patios in order to become less dependent on others,” he said. He commented that the tradition was to do things ourselves “and they  [the government] took us down an inappropriate road.” Because of this, it is necessary to recuperate this tradition. “We can’t keep waiting… change is today. The solution comes from below, what we have to do is at the core. We have to be reasonable, no one ‘over there’ can fix this problem,” the investigator emphasized.

He reaffirmed that it is the people who must assume responsibility for the changes and not wait for the government or functionaries. “We are the base.”
    

Autonomous Life Conference --Oaxaca

 Water is not a commodity; it is an asset; it is considered sacred, from the ground, from the gods or nature, assured the professor of Morelos University, Jean Robert, a participant in the seminar to rethink the relationship with water.

As part of the meeting for an autonomous life that initiated the investigation Juan Jose dictated the masterly conference.  The tools of autonomous sustainability where he said: They removed from us the water and now pretend to return it as a commodity when water is a good, an asset that does not need to be sold because it is from nature and for those that require it.

He added that the first affected by the transformation of the water to an economic value is the poor.

The problem of the water should be the over exploitation of the aquifers, transference of the waters from another and the desertification stated the investigator.  He considered that one has to look for alternatives before the water crisis that lives in the country and world. He mentioned the Federal District case, where it had the inundation, but it is where the water problem also exists.

The Swiss investigator, a nationalized Mexican, said it is characteristic of the society of that greater the abundance, that greater the scarcity.Jean Robert was collaborator of Ivan Illich—author of a series of criticisms of key instructions of progress of modern culture of 30 years duration and works on water themes, energy, habitation, city and transport.  Actually he develops his reflections in the wheel of material culture.

The meeting for an autonomous life ends April 11th, and in those days in the El Llano Park will have diverse activities and samples that have to strengthen an autonomous life.

The Water Situation in Mexico is Devastating and Worrisome

In the current Mexican water situation round table, Jean Robert, an expert on the topic, pointed out that many of the projects implemented by organizations in power come to destroy the natural resources of the zones with rough richness using by utopian ideas that have nothing to do with the reality of the context in which they take place.

He explained, to the public and to the experts with whom he shared the analytical table in “Search for a sustainable life”, that the vital liquid situation in Mexico is getting more devastating and worrisome.

He pointed out that many of these utopian ideas are carried out by those who maintain political, economic and scientific power, who impose mega-projects on communities, greatly affecting the development of those same communities.

For his part, Roberto Romero of the foundation “Gonzalo Río Arronte,” maintained that Mexico needs to clarify points of analysis in its critical water situation.  The culture that the Mexicans, he related, is seen with regard to water use and the integrated management of the basins.  The afore-mentioned should be analyzed with a global vision in which the integration of the inhabitants, the authorities and the private institutions that want to support the emerging projects in the convergence of different sectors of society is dealt with.

The participants agreed on the necessity of starting from projects that take into account the current situation of the natural resources, in addition to the needs of the people, since often the governments don’t have a comprehensive vision for optimizing the natural resources and end up detonating important processes.

Finally, they discussed the need to return to pre-hispanic customs left by earlier cultures.  The alternative water construction, cultivation and storage techniques are taken from ancestral practices that have been forgotten by Mexicans and aren’t being taken advantage of as they could be.

To combat the crisis of negatives impacts to nature and society, it’s urgent to make transformations, and to mark these transformations the “Gathering for an autonomous life” begins on the 8th of April in EL Llano Park.

In accordance with the call to combat the changes in nature and society leading to repercussions in health, it’s necessary to adopt new attitudes and practices.

Through round tables, interactive games, projections and technology exhibitions for treatment of waste, organizers are looking to raise people’s consciousness so they will change the attitudes that harm the environment.

“Beginning with the autonomous action of people and groups, propelled by the dire necessity of survival, or due to old ideals, we can convert the disasters that overwhelm us into opportunities to reverse the phenomena that they create,” say the Center of Support of the Popular Movement Oaxaca.
   
More than the fact that these new attitudes and practices can enrich daily life, they create natural and social harmony, and stimulate forms of dignified life.

Teemed with the ensemble of these actions is the goal to exemplify another way of life that doesn’t affect the natural environment.

Organizations and communities of Oaxaca and of the country will participate in this gathering to share their experiences, knowledge, attitudes and various capacities to work on the construction of an economically feasible, ecologically sensible and socially just world.

MIXQUIAHUALA, Mexico — Night and day, Marcelo Mera Bárcenas slops the fetid water that has coursed 60 miles downhill from the sewers of Mexico City and spreads it over the corn and alfalfa fields of this once arid land.

From the roads here in the Mezquital Valley, fields stretch to the hills in a panoply of green, graced by willow trees. But up close, where Mr. Mera is paid for every acre of field he irrigates, the smell and look of the water that feeds this lushness chokes the senses.

With only rubber boots for protection, he does not buy into the general belief here that the water does no harm, that a scrub with detergent each night will cure whatever ills it brings. Itchy boils break out on his hands, he said. He is often sick with colds and the flu.

“Of course it affects us because the water is so dirty,” said Mr. Mera, a laborer who has worked in the muck of these fields for 38 years, since he was 15. “But there’s nothing else to do.”
For 100 years, Mexico City has flushed its wastewater north to irrigate the farmland of Hidalgo State. This foul cascade, which the farmers call “the black waters,” flows through a latticework of canals and then trickles over the fields.

So when word got out that the government was finally going to build a giant wastewater treatment plant, one might have expected the farmers around here to be excited. Instead, they were suspicious.
“Without that water, there is no life, “ said Gregorio Cruz Alamilla, 60, who has worked his family’s 12-acre farm since he was a boy.

Mr. Cruz knows the water is loaded with toxic substances, including chemicals dumped by factories, and he tires of clearing his field of plastic bottles and wrappings every time he irrigates.
But like many others here, he worries that treating the water, though it may remove harmful contaminants, will also strip away some of the natural fertilizers that even the authorities here say have helped make this valley so productive. And despite the government’s assurances, the farmers here suspect the worst: that once the water is treated, it will be pumped back to Mexico City, leaving the farms dry.

“If they take away the black waters we will die of hunger,” Mr. Cruz said. “We don’t know how to do anything else.”


Farmers irrigate crops with wastewater across the developing world, but nowhere else on the scale of Mezquital Valley, researchers say. The 350 square miles of the valley’s irrigated fields lie at the end of a crisscross of tunnels, rivers, lakes, dams and reservoirs that date from the 14th century, when the Aztecs settled on an island amid lakes and engineered the first network of dikes and dams to control the floodwaters.
Mexico City has never managed to keep those waters at bay. When they break loose, as they do most every year during the rainy season, the wastewater gushes into the streets and swamps the patios of working-class neighborhoods in the city’s low-lying eastern suburbs.

It has been almost 40 years since Mexico City has built a new tunnel to drain the city’s wastewater, and it now needs constant maintenance. Since then, the population of the metropolitan area has doubled to almost 20 million people.

“It was a predictable problem, but we never paid enough attention to it,” said Ernesto E. Espino de la O, who manages the treatment and water supply project for the National Water Commission. A collapse of the crumbling system, warned one study from Mexico’s National Autonomous University of Mexico, would be catastrophic, flooding large parts of the city.

To stop the flooding, the federal government is building a 38.5-mile tunnel to drain all the wastewater north at a rate of 40,000 gallons a second. “In July, August and September, we need the whole system to work well,” said Rafael Carmona Paredes, who is in charge of the tunnel project for the commission, known as Conagua.
Engineers have begun to drill a series of giant shafts going down as far as almost 500 feet. Below, enormous circular boring machines cut through the rock and lay down the tunnel’s concrete casing. At the tunnel’s end, near the town of Atotonilco, is the site of the planned water treatment plant, now just a sloping hillside and a sign with a promise.

“It is a disgrace that Mexico City doesn’t treat its wastewater,” said José Ramón Ardavín, the deputy director of Conagua.

The plant, which is budgeted to cost $1 billion and will begin operating in 2012, will clean 60 percent of the city’s wastewater. The water commission’s measurements show that the water is laced with heavy metals like lead and arsenic, filled with high levels of pathogens and parasites, and weighed down by grease.
But the farmers “are worried that the treatment plant will take out the nutrients, that the water will go back to Mexico City and that it will be privatized,” said Filemón Rodríguez Castillo, the director of the main irrigation district here. “The water is very much appreciated here, independent of the fact that it smells so ugly, that it stinks.”

One of his jobs is to persuade local residents that even though the residents of Mexico City will have to pay to have their water treated, they will not get it back.


The main benefit of irrigating with clean water, he has told them, is that they will be able to grow many kinds of vegetables, which are now restricted to protect consumers from illness.

Officials here now direct farmers not to grow crops in which the edible part comes into contact with the irrigation water and is eaten raw, ruling out vegetables like lettuce, carrots or beets. Alfalfa is permitted because it is used as animal feed. But enforcement is spotty and the farmers abide by an elastic interpretation of the regulations, planting broccoli and cauliflower, for example.

To the farmers here, whose sturdy opinions match their surprisingly good health, the proof that their water is good is in what they see around them. “Plants won’t absorb poison; they would die,” said Jesús Aldana Ángeles, a 75-year-old fifth-generation farmer, who was watching his small flock of sheep munch on the remains of his harvested alfalfa field. “There is no better laboratory than the ground. The earth absorbs everything. It purifies it, it treats it.”

As the sun set, he brought the sheep in, crossing a footpath over an irrigation ditch that curls around his house like a black moat. “Bad water would never make anything green,” he said. “But here the black waters turn everything green.”

Oaxaca faces severe water supply problems

“A bottle of water is 5,000 to7,000 times more costly than what one would pay for normal water distribution services.”

A public meeting was held to re-evaluate the relationship between Oaxacans and their water supply.  Specialists and academics in the field explained about the critical condition of the sewage water in Oaxaca from ecological and management point of views: there are serious water supply and pollution problems.

Pointed out were the serious effects of the irresponsible relationship society has had to its water resources on the water table and bodies of water, including overexploiting and contaminating the rivers due to a lack of functioning sewage treatment plants.

Juan Jose Consejo talked about the difficulties facing the water tables in the Valles Centrales region, where the number of wells have drastically increased in just 1 year.

Raul Corzo Jimenez, general coordinator of urban development, public works and municipal ecology of Oaxaca, highlighted the actions the municipality has taken to mitigate the effects of water contamination, but admitted that there is a lot left behind in the material.

He spoke specifically about the ecological ordinance (not sure if that’s really what the Spanish word means) signed recently in conjunction with federal and state offices, which will serve as a tool toward a new path to sustainable development and care for resources, like water.

There was a reading of a text by Jean Robert, of the University of Morelos, which talked principally about the origins of the philosophy of water as a resource for the community as opposed to a market interest for big businesses.  The arguments set forth in the text are supported in works by Carl Marx and Lockey Malthus.

After the public meeting, Carlos Plasencia, organizer of the Water Forum, indicated that according to studies, the cost of bottled water is 5-7 thousand times more than the cost of normal household water distribution services, and in addition, recent studies show that 20%of bottled water is not as clean or pure as the companies contend.

GEA and UABJO presented on alternative sanitation for sewage waters.  The conference ended with a review of the conclusions and proposals, which in future stages the seminar will return to.
